pledged to \u2018Build it in Britain\u2019 and support 400,000 new jobs as part of the drive towards a clean economy<\/h2>\n<p>Labour has challenged the government\u2019s \u2018<a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/build-planning-system\/80317\/\" target=\"_blank\" rel=\"noopener noreferrer\">build, build, build<\/a>\u2019 promise, as it outlines the \u2018Build it in Britain\u2019 pledge.<\/p>\n<p>This will support the creation of 400,000 jobs, including in the crucial manufacturing sector, through a <a href=\"https:\/\/www.pbctoday.co.uk\/news\/energy-news\/green-recovery-property-retrofit\/79894\/\" target=\"_blank\" rel=\"noopener noreferrer\">green recovery<\/a> from the Covid crisis.<\/p>\n<p>Ahead of this month\u2019s \u2018Comprehensive Spending Review\u2019, Labour is calling for an economic recovery that will deliver high-skilled jobs in every part of the UK as part of the drive towards a clean economy.<\/p>\n<p>It is also calling for the low-carbon infrastructure of the future to be built in Britain.<\/p>\n<p>Labour\u2019s calls follow extensive consultation with businesses, trade unions and other stakeholders around what a credible green recovery should look like, which received almost 2,000 responses.<\/p>\n<h3>The consultation indicated that the government must:<\/h3>\n<ul>\n<li><strong>Recover jobs \u2013 <\/strong>By bringing forward planned capital investment and dedicating it to low-carbon sectors \u2013 at least \u00a330bn in the next 18 months \u2013 as part of a\u00a0rapid stimulus package to support up to an estimated 400,000 additional jobs.<\/li>\n<li><strong>Retrain workers \u2013 <\/strong>By putting in place an emergency training programme to equip people affected by the unemployment crisis with the skills they need for the future greener economy.<\/li>\n<li><strong>Rebuild business \u2013 <\/strong>By creating a National Investment Bank similar to those operating in other countries, focused on green investment, and by ensuring that <a href=\"https:\/\/www.pbctoday.co.uk\/news\/modular-construction-news\/public-sector-investment-housebuilding\/70466\/\" target=\"_blank\" rel=\"noopener noreferrer\">public investment<\/a> always aids the drive to net-zero rather than hindering it.<\/li>\n<\/ul>\n<h3>Support new jobs and tackle the climate crisis<\/h3>\n<p>The consultation report details a number of areas where progress has so far been limited in the UK, but where action now would support the creation of new jobs and tackle the climate and environmental crisis.<\/p>\n<h4>They include:<\/h4>\n<ul>\n<li>Investing in upgrading ports and shipyards for offshore wind supply chains.<\/li>\n<li>Expanding investment in <a href=\"https:\/\/www.pbctoday.co.uk\/news\/bim-news\/carbon-cost-to-transform-building\/81499\/\" target=\"_blank\" rel=\"noopener noreferrer\">Carbon Capture<\/a> and Storage and hydrogen to help establish new opportunities for highly-skilled workers.<\/li>\n<li>Accelerating planned investment in electric vehicle charging infrastructure and ensuring the planning system better supports <a href=\"https:\/\/www.pbctoday.co.uk\/news\/construction-technology-news\/electric-vehicle-infrastructure\/79146\/\" target=\"_blank\" rel=\"noopener noreferrer\">electric vehicle charging<\/a>.<\/li>\n<li>Bringing forward orders for electric buses to help struggling manufacturers fill their order books.<\/li>\n<li>Introducing a National Nature Service, an employment programme to focus on nature conservation projects.<\/li>\n<li>Expanding energy efficiency and retrofit programmes, including in social housing.<\/li>\n<li>Ensuring that updated Sector Deals for sectors like automotive, steel and aerospace protect jobs and promote the shift to net-zero.<\/li>\n<li>Bringing forward flooding protection investment, prioritising areas of need across the North West, Yorkshire and the East Midlands.<\/li>\n<\/ul>\n<h3>\u2018It\u2019s time for a bold and ambitious plan\u2019<\/h3>\n<p>Ed Miliband, shadow secretary of state for business, energy and industrial strategy, said: \u201cWe face a jobs emergency and a <a href=\"https:\/\/www.pbctoday.co.uk\/news\/bim-news\/carbon-emissions\/76540\/\" target=\"_blank\" rel=\"noopener noreferrer\">climate emergency<\/a>.<\/p>\n<p>\u201cIt\u2019s time for a bold and ambitious plan to deliver hundreds\u00a0of thousands of jobs which can also tackle the climate crisis.<\/p>\n<p>\u201cThis is the right thing to do for so many people who are facing unemployment, the right thing to do for our economy to get a lead in the industries of the future and the right thing to do to build a better quality of life for people in our country.<\/p>\n<p>\u201cAs other countries lead the way with a green recovery, Britain is hesitating. It\u2019s time to end the dither and inaction, and start delivering now.\u00a0\u00a0It is what the British people deserve and what the crises we\u00a0face demand.\u201d<\/p>\n<p>Anneliese Dodds, shadow chancellor of the exchequer, commented: \u201cLabour is ambitious for Britain. We can harness the opportunities for green growth if the Government takes the right decisions now.<\/p>\n<p>\u201cIn recent years, and particularly during this crisis, our country has fallen behind in the drive to a cleaner, greener economy. We\u2019ve seen far more rhetoric than action \u2013 and that has cost our country jobs.<\/p>\n<p>\u201cFuture generations will judge us by the choices we make today to tackle the unemployment crisis and face up to the realities of the climate emergency.<\/p>\n<p>\u201cThat\u2019s why we need coordinated action to support 400,000 jobs of the future today, not tomorrow. Now\u2019s the time to build it in Britain.\u201d<\/p>\n<h3>Industry response<\/h3>\n<p>Steven Charlton, principal and managing director at <a href=\"https:\/\/perkinswill.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Perkins&amp;Will<\/a>, said: \u201cWe\u2019re pleased to see a focus on retrofit programmes within Labour\u2019s recommendations to create jobs and support a green recovery.<\/p>\n<p>\u201cHowever, since the built environment as a whole is responsible for 40% of the UK\u2019s carbon emissions, we cannot forget office buildings and commercial spaces, the construction and retrofitting of which have just as much impact on the environment as residential and social housing.<\/p>\n<p>\u201cThe right legislation needs to be put in place to ensure the retrofit programmes include continuous use of resource, circular design principles and supply chain engagement.<\/p>\n<p>\u201cThis way we will \u2018Build it in Britain\u2019 better and be a world-leader in delivering net-zero projects from cradle to grave.\u201d<\/p>\n<p>Dave Sheridan, executive chairman at <a href=\"https:\/\/ilkehomes.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">ilke Homes<\/a>, added: \u201cLabour\u2019s call to bring forward capital investment to retrofit the country\u2019s inefficient housing stock is welcome.<\/p>\n<p>&#8220;British homes account for 20% of the UK\u2019s carbon footprint meaning action is needed now to improve their energy efficiency.<\/p>\n<p>&#8220;However, Government must also focus attention on new homes, to prioritise investment that supports the industry to build to a zero-carbon standard now, and avoid the costly mistakes of the past by allowing homes to be built that need to be expensively retrofitted with low-carbon technology later down the line.<\/p>\n<p>\u201cThis means focusing investment on scaling up technologies to help new-build homes become less carbon-emitting.
