{"id":85727,"date":"2020-11-24T11:36:05","date_gmt":"2020-11-24T11:36:05","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=85727"},"modified":"2020-11-24T11:36:05","modified_gmt":"2020-11-24T11:36:05","slug":"drug-and-alcohol-misuse","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/health-safety-news\/drug-and-alcohol-misuse\/85727\/","title":{"rendered":"Stakeholders urged to handle plant operators drug and alcohol misuse"},"content":{"rendered":"<h2>The <a href=\"https:\/\/www.spoa.org.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">Scottish Plant Owners Association<\/a> (SPOA) has called for stakeholders across the industry to tackle the problem of plant operators failing drug and alcohol tests without any impact on their competence cards<\/h2>\n<p>If a plant operator fails a <a href=\"https:\/\/www.pbctoday.co.uk\/news\/health-safety-news\/barratt-alcohol-drugs-testing\/47579\/\" target=\"_blank\" rel=\"noopener noreferrer\">drug or alcohol test<\/a> there is no penalty except for being banned from that particular site or dismissed by the employer.<\/p>\n<p>In the short term, operators are sent home and will not be allowed to work that day but there is no long-term penalty as they can apply to work for a new employer or be sent to work on a different site.<\/p>\n<p>The SPOA is therefore calling for a system similar to that operated by the rail industry where card holders have their cards either temporarily suspended or permanently revoked.<\/p>\n<p>Following a successful initial meeting where the <a href=\"https:\/\/npors.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">National Plant Operators Registration Scheme<\/a> (NPORS) and the <a href=\"https:\/\/www.nocnjobcards.org\/CPCS\/\" target=\"_blank\" rel=\"noopener noreferrer\">Construction Plant Competence Scheme<\/a> (CPCS) gave their full support for the proposal, Callum Mackintosh, vice president of the SPOA has now sent a letter to all stakeholders asking them to come together to support the initiative.<\/p>\n<h3>&#8220;It is time for change&#8221;<\/h3>\n<p>The SPOA\u00a0vice president, said: \u201cFor too long we have turned a blind eye to the failure of our industry to tackle the prevalence of <a href=\"https:\/\/www.pbctoday.co.uk\/news\/health-safety-news\/construction-workers-addiction\/82915\/\" target=\"_blank\" rel=\"noopener noreferrer\">failed drug and alcohol tests<\/a>.<\/p>\n<p>\u201cThis failure substantially increases the risk of accidents or death on site for the operator and those working around them.<\/p>\n<p>\u201cConstruction projects across the UK require plant operators to hold NPORS or CPCS cards.<\/p>\n<p>&#8220;The fact that you can still retain your card and continue to operate plant after failing an on-site drug and alcohol test makes a mockery of both our system and our industry.<\/p>\n<p>\u201cI can\u2019t think of any other sector where this is allowed to happen.
