{"id":89662,"date":"2021-03-01T08:45:37","date_gmt":"2021-03-01T08:45:37","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=89662"},"modified":"2021-03-01T08:45:37","modified_gmt":"2021-03-01T08:45:37","slug":"project-speed-rail","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/project-speed-rail\/89662\/","title":{"rendered":"Project SPEED to boost innovative construction on rail projects"},"content":{"rendered":"<h2>Rail minister Chris Heaton-Harris has launched \u2018Project SPEED\u2019 to challenge the rail industry to pioneer faster, smarter and more efficient infrastructure projects<\/h2>\n<p>In a keynote speech at the Project\u00a0SPEED\u00a0conference, hosted by the <a href=\"https:\/\/www.riagb.org.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">Rail Industry Association<\/a>, rail minister Chis Heaton-Harris invited the 1,800-strong virtual audience to get on board with the new approach to become faster, smarter and more efficient in the way that projects are delivered.<\/p>\n<p>Rail Project\u00a0SPEED\u00a0(Swift, Pragmatic and Efficient Enhancement Delivery) was jointly developed by the <a href=\"https:\/\/www.gov.uk\/government\/organisations\/department-for-transport\" target=\"_blank\" rel=\"noopener noreferrer\">Department for Transport<\/a> (DfT) and\u00a0<a href=\"https:\/\/www.networkrail.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">Network Rail<\/a>\u00a0last summer.<\/p>\n<p>Infrastructure projects\u00a0at different stages of development have been reviewed to identify how government funding could go further and work could be carried out faster.<\/p>\n<p>This approach identified ten key themes to lower costs and speed up the delivery of infrastructure projects \u2013 such as boosting the use of <a href=\"https:\/\/www.pbctoday.co.uk\/news\/construction-technology-news\/built-environment-2040\/85327\/\" target=\"_blank\" rel=\"noopener noreferrer\">innovative construction methods<\/a> and removing complexity from planning processes.<\/p>\n<p>These new and innovative ways of working will be rolled out across all rail upgrades, with the intention of:<\/p>\n<ul>\n<li>Ensuring passengers experience better journeys more quickly<\/li>\n<li>Giving greater value to taxpayers<\/li>\n<li>Transforming the pace and way in which our railways are improved.<\/li>\n<\/ul>\n<h3>\u2018Depending on transport to kickstart our economy\u2019<\/h3>\n<p>Rail minister Chris Heaton-Harris said: \u201cThe whole country has relied on the transport industry over the past year to keep the country moving, supplies delivered and key workers to their jobs saving lives.<\/p>\n<p>\u201cWe are now depending on transport to kickstart our economic recovery.<\/p>\n<p>\u201cRail Project\u00a0SPEED, forged alongside Network Rail, is a call to arms to <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/planning-system-reforms-2\/78451\/\" target=\"_blank\" rel=\"noopener noreferrer\">cut unnecessary red tape<\/a>, be bold and purposeful, and empower the railway to be radical in its thinking to halve the time and reduce the cost of delivering <a href=\"https:\/\/www.pbctoday.co.uk\/news\/construction-technology-news\/transform-rail-projects\/83625\/\" target=\"_blank\" rel=\"noopener noreferrer\">infrastructure projects<\/a>.<\/p>\n<p>\u201cBy maximising the benefits of every pound that we\u2019re channelling into rail, we will make the case for continued investment.<\/p>\n<p>\u201cOur intention is to create a more resilient, resourceful and robust railway, equipped for the challenges ahead and delivering better for its passengers, as we build back better from Covid-19.\u201d<\/p>\n<p>Andrew Haines, Network Rail\u2019s chief executive, added: \u201cThere has never been a more important time to make the case for rail. The pandemic has spurred us to make real progress in removing barriers that have long hindered industry transformation.<\/p>\n<p>\u201cBut, of course, there is still much more to do, and we will do that faster and more effectively when we work together across the industry.\u201d<\/p>\n<p>A project already benefitting from Project\u00a0SPEED\u00a0principles is the\u00a0scheme to reopen the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/north-south-rail-links\/87911\/\" target=\"_blank\" rel=\"noopener noreferrer\">Northumberland line<\/a> between Ashington and Newcastle-upon-Tyne, which closed to passengers in 1964.<\/p>\n<p>Northumberland County Council,\u00a0DfT, Network Rail and AECOM have collectively worked to identify opportunities to bring this into service as quickly as possible.
