However, following close work with local partners since 2014, recent analysis shows that the benefits the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/oxford-cambridge-arc-3\/75311\/\" target=\"_blank\" rel=\"noopener noreferrer\">Oxford-Cambridge<\/a> expressway would deliver are outweighed by the costs associated with the project.<\/p>\n<p>Building on the insight already developed by Highways England, the <a href=\"https:\/\/www.gov.uk\/government\/organisations\/department-for-transport\" target=\"_blank\" rel=\"noopener noreferrer\">Department for Transport<\/a> (DfT) will now investigate the need for more targeted road interventions in the area.<\/p>\n<p>The\u00a0DfT\u00a0will work closely with Highways England and\u00a0<a href=\"https:\/\/www.englandseconomicheartland.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">England\u2019s Economic Heartland<\/a>\u00a0as the sub-national transport body to develop a study on proposals, which will also support the spatial framework.<\/p>\n<h3>\u2018Expressway cannot deliver links in a way that provides value\u2019<\/h3>\n<p>Transport secretary Grant Shapps, said: \u201cThe <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/spatial-framework-plan\/90604\/\" target=\"_blank\" rel=\"noopener noreferrer\">Oxford-Cambridge Arc<\/a> is home to cutting-edge research, globally renowned science and technology clusters and some of the most productive places in the country \u2013 we want to make sure it has transport fit for such an important region.<\/p>\n<p>\u201cOur analysis shows the expressway cannot deliver such links in a way that provides value for money for the taxpayer, so I have taken the decision to cancel the project.<\/p>\n<p>\u201cBut we remain committed to boosting transport links in the area, helping us to create jobs and build back better from coronavirus.<\/p>\n<p>\u201cWe will continue to work on more targeted, localised road improvements to boost transport in the region, alongside the transformational East West Rail, in which we have invested \u00a3760m to deliver the next phase.\u201d<\/p>\n<p>Mayor Dave Hodgson, chair of England\u2019s Economic Heartland (EEH) Strategic Transport Forum, said: \u201cThis is a welcome announcement that provides clarity to those planning for the region\u2019s future between Oxford and Milton Keynes.<\/p>\n<p>\u201cAs our\u00a0<a href=\"https:\/\/www.englandseconomicheartland.com\/transport\/our-strategy\/\" target=\"_blank\" rel=\"noopener noreferrer\">transport strategy<\/a>\u00a0sets out, delivery of strategic schemes, including East West Rail and mass transit systems, such as those being developed in Cambridgeshire and Milton Keynes, alongside harnessing smart technologies and targeted investment in the road network, are all essential if we are to ensure economic growth while achieving net-zero emissions.<\/p>\n<p>\u201cWork on\u00a0EEH\u2019s Oxford to Milton Keynes connectivity study begins in March 2021. We will work with partners and Government to explore the connectivity needs of this important corridor and identify the solutions required to support sustainable growth for the long term.\u201d<\/p>\n<p>Rob Hopwood, planning partner at <a href=\"https:\/\/www.bidwells.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">Bidwells<\/a>, added: \u201cI welcome the government\u2019s decision to cancel the Oxford to Cambridge expressway. The road link was never an essential ingredient for economic growth and the Varsity Rail line will now let the train take the strain.<\/p>\n<p>\u201cRail investment is the answer we\u2019re looking for, not road.
