JV North<\/a>, a consortium of North West housing associations and local authorities has launched a \u00a3560m framework to build 4,000 homes<\/h2>\n

JV North, whose members manage over 125,000 homes, is inviting contractors and consultants to bid for places on its four-year framework.<\/p>\n

Consortium members include Bury Council, Community Gateway, Johnnie Johnson Housing, One Manchester, Peaks and Plains Housing Trust, Plus Dane Housing, Sovini, Stockport Homes in partnership with Stockport Council, Torus, Trafford Housing Trust, Weaver Vale Housing Trust and Wythenshawe Community Housing Group.<\/p>\n

For construction lots, large and regional SME contractors<\/a> are being invited along with a wide range of consultants.<\/p>\n

The framework has three construction bands valued at \u00a31 to \u00a34m, \u00a34 to \u00a310m and \u00a310m and over.<\/p>\n

Contractors can apply to join any two bands.<\/p>\n

In a bid to increase opportunities for SMEs, schemes valued up to \u00a32m will be made available on the Dynamic Purchasing System (DPS) portal that simplifies the procurement process.<\/p>\n

The consortium is also seeking contractors to deliver offsite projects using modern methods of construction<\/a> via the DPS and these works will be unlimited in contract value.<\/p>\n

Another alteration to the current JV North framework sees an increase in consultants.<\/p>\n

Architects, employers agents, purchaser agents, principle designers, mechanical and electrical engineers, structural engineers, valuers, planning consultants and clerk of works are all being sought.<\/p>\n

\u2018Building back fairer\u2019<\/h3>\n

Sean Stafford, director of Saffer Cooper<\/a> which manages JV North\u2019s development and framework programme, said: \u201cOur previous three frameworks have seen excellent work carried out, helping members build the equivalent of three-and-a-half homes every working day.<\/p>\n

\u201cJV North is adopting the \u2018building back fairer\u2019 principle to this framework and all work it undertakes to help create more rounded communities.<\/p>\n

\u201cAs such, we have made significant changes to ensure our actions match our words.<\/p>\n

\u201cFramework partners will be asked to help members address inequalities, poor health and unemployment by delivering social value<\/a> in the schemes they are appointed to.<\/p>\n

\u201cAs well as larger businesses, SMEs can apply for works in a simple manner via the DPS so JV North can further increase the investment it makes in local economies and communities.\u201d<\/p>\n

JV North chairman and chief executive at Weaver Vale Housing Trust<\/a>, Wayne Gales, added: \u201cIt is vital we take a new approach to how we procure contractors and consultants.<\/p>\n

\u201cThey are central to our homebuilding plans yet are and will be facing great pressure as a consequence of Covid-19.<\/p>\n

\u201cOur vision is to create genuine partnerships with them.<\/p>\n

\u201cWe are not focusing purely on narrow economics, we are also looking at the added value provided that will help us deliver a connected masterplan to address housing, health and unemployment to reap build back fairer benefits.<\/p>\n

\u201cMore than ever before in our lifetime, the coming post-Covid-19 years will need us to focus on investing in people too, not just buildings.\u201d<\/p>\n

JV North will hold engagement sessions with interested contractors and consultants on 19 April and the deadline to submit applications is 11 May.<\/p>\n

An announcement of those awarded places will made at the end of June with call offs beginning in July.<\/p>\n
