{"id":91851,"date":"2021-04-13T13:50:49","date_gmt":"2021-04-13T12:50:49","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=91851"},"modified":"2021-04-21T12:05:09","modified_gmt":"2021-04-21T11:05:09","slug":"inaccessible-design","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/inaccessible-design\/91851\/","title":{"rendered":"Accessibility isn\u2019t an add-on when it comes to awards"},"content":{"rendered":"<h2>Ian Streets, managing director of <a href=\"https:\/\/aboutaccess.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">About Access<\/a>, marks down the judges who hand out accolades for inaccessible design<\/h2>\n<p>There used to be a lovely restaurant near us, a very popular place which won a good few awards for the quality of its food, the friendly and attentive service and the stylish environment.<\/p>\n<p>In some of these awards schemes, the judges called for <a href=\"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/homeworking-accessibility\/87275\/\" target=\"_blank\" rel=\"noopener noreferrer\">evidence of accessibility<\/a> and again the restaurant submitted statements that everything was on one level, the business had made adjustments to its website and had an accessible loo.<\/p>\n<p>The only problem was that, on occasions, the accessible loo would become a store for unwanted equipment \u2013 high-chairs was a frequent example. However, it\u2019s unlikely the judges were ever aware of this because they were never known to check accessibility properly and the suspicion is they were merely ticking a box.<\/p>\n<p>The issue arose recently in a discussion on LinkedIn about the Civic Trust Awards and in particular the prize given to the <a href=\"https:\/\/www.lse.ac.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">London School of Economics<\/a> for its Centre Building.<\/p>\n<p>The citation highlighted the project\u2019s achievement in \u201cexceeding the <a href=\"https:\/\/www.breeam.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">BREEAM<\/a> Excellent target\u201d and it made much of \u201cencouraging\u201d collaboration and dialogue and of \u201cinvolving the whole school community\u201d in the \u201cbriefing, design development and oversight\u201d of the project. One can only assume that collaboration didn\u2019t extend to consulting with people in a meaningful, pan-disability way.<\/p>\n<h3>Accessibility and inclusivity<\/h3>\n<p>There\u2019s no mention of accessibility in the LSE citation but the invitation to apply to the awards says the Civic Trust \u201cstrongly believes\u201d that projects should demonstrate \u201ca high level of accessible and universal design\u201d.<\/p>\n<p>It may be that all of the other winners are models of <a href=\"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/improving-accessibility-pan-disability\/83539\/\" target=\"_blank\" rel=\"noopener noreferrer\">accessibility and inclusivity<\/a>, and if they are then it shows how the failures of just one case study can completely shift the focus of the responses.<\/p>\n<p>Instead of appreciating the splendour and ingenuity, sustainability and \u2013 yes, accessibility \u2013 of the rest of the winners, the respondents on LinkedIn found themselves drawn to the obvious shortcomings of the LSE entry.<\/p>\n<p>One person, a designer, noted that the steps featured in what presumably was an official approved photograph only had a handrail on one side, making them very difficult to climb for someone who only has the use of their left-hand side.<\/p>\n<p>They noted: \u201cThis isn\u2019t an inclusive solution, is it?\u201d<\/p>\n<p>Someone with direct experience of that condition replied: \u201cI could use it but I\u2019d have to turn to the side and do the super slow one step at a time ascension. Totally not safe. Hate designs like this.\u201d<\/p>\n<p>An access officer who contributed said: \u201cIf the idea was to celebrate inclusive design a lack of understanding exists.\u201d<\/p>\n<p>A surveyor declined to comment on the specific project but noted: \u201cI do often hear designers say that they \u2018can\u2019t\u2019 comply with Building Regulations because it interferes with their design vision. If they can\u2019t do both then they are not very good designers.\u201d<\/p>\n<p>A diversity professional added: \u201cBuildings ought to be inclusive and safe for everyone before even any consideration for awards are made.\u201d<\/p>\n<p>All of which raises the question of why inaccessible buildings should gain such recognition when they are faulty and disabling by design.<\/p>\n<p>Among the Civic Trust\u2019s portfolio is the <a href=\"https:\/\/www.civictrustawards.org.uk\/the-award\/selwyn-goldsmith-award\" target=\"_blank\" rel=\"noopener noreferrer\">Selwyn Goldsmith Awards<\/a>, named after the man described by the trust as the \u201cfounding figure of universal design\u201d and bestowing recognition on developments that exceed the requirements of regulations and work for all people, no matter their age, ethnicity, gender or ability.<\/p>\n<p>But the existence of dedicated awards that reward universal design doesn\u2019t take away from the fact that all buildings should be accessible and capable of welcoming all visitors and staff, including those with visible or hidden impairments.<\/p>\n<h3>Combining aesthetic excellence and accessibility<\/h3>\n<p>You should still invite entrants to set out the measures they have taken to make their products and services accessible because it reminds them of their responsibility to take an inclusive approach. It also challenges designers to combine aesthetic excellence and accessibility, ensuring a property is open to as many people as possible, and it provides an opportunity to reward those who achieve the best outcomes.<\/p>\n<p>And having extended that invitation, take the answers as seriously as you would all the other criteria, maybe by acting on the observation of another LinkedIn respondent, who wrote: \u201cIt looks like the \u2018whole team\u2019 was missing an accessibility consultant.\u201d<\/p>\n<p>Maybe they were, and maybe even if they had one the developers left them off the list of credits, which tend to be packed with architects and surveyors of all disciplines but routinely missing access consultants and fire engineers.<\/p>\n<p>So, in short, if they\u2019re making claims about accessibility, check them out.
