{"id":92260,"date":"2021-04-21T08:42:16","date_gmt":"2021-04-21T07:42:16","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=92260"},"modified":"2021-04-21T08:42:16","modified_gmt":"2021-04-21T07:42:16","slug":"northwest-plumbing-supplier-fined","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/health-safety-news\/northwest-plumbing-supplier-fined\/92260\/","title":{"rendered":"Plumbing company and contractor fined after building collapses"},"content":{"rendered":"<h2>A plumbing supply company and its contractor have been fined \u00a375,000 after a building collapsed when they carried out unsafe construction work in Burnley<\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-92263 alignright\" src=\"https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2021\/04\/Northwest-Plumbing-Supplier-169x300.jpg\" alt=\"Northwest Plumbing Supplier, Daniel Georghiou \" width=\"169\" height=\"300\" \/>Burnley Magistrates\u2019 Court heard how on 21 October 2018, Northwest Plumbing Supplier Limited and contractor Daniel Georghiou, carried out construction work on their retail building without measures to adequately <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/construction-risk-management\/90885\/\" target=\"_blank\" rel=\"noopener noreferrer\">plan, manage and monitor<\/a> the work, including protecting members of the public and operatives on site.<\/p>\n<p>As a result, work was carried out in an unsafe manner and a large section of the building collapsed into the adjacent car park and across the main road.<\/p>\n<h3>HSE investigation<\/h3>\n<p>An investigation by the <a href=\"https:\/\/www.hse.gov.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">Health and Safety Executive<\/a> (HSE) found that Northwest Plumbing Supplier failed to appoint a contractor with the appropriate skills, knowledge, experience and organisational capability. It also failed to adequately plan and manage the project.<\/p>\n<p>Georghiou hired and sourced equipment and material to complete the building work, but failed to ensure the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/bim-news\/structural-environmental-change\/45907\/\" target=\"_blank\" rel=\"noopener noreferrer\">structural integrity<\/a> of the building and ensure lifting operations were carried out in a safe manner putting members of the public at risk.<\/p>\n<p>Northwest Plumbing Supplier pleaded guilty to breaching Regulation 13(1) of the Construction (Design and Management) Regulations 2015. The company was fined \u00a375,000 and ordered to pay costs of \u00a310,843.<\/p>\n<p>Daniel Georghiou also pleaded guilty to breaching Section 3 (2) of Health and Safety at Work etc. Act 1974. He was sentenced to six months imprisonment suspended for 18 months and was ordered to pay costs of \u00a3750.<\/p>\n<h3>\u2018Could have been easily avoided\u2019<\/h3>\n<p>Speaking after the hearing, HSE inspector Jacqueline Western said: \u201cThis was a very serious incident, it is fortunate that nobody was injured and it occurred on a Sunday when the level of traffic on the main road was low.
