{"id":92734,"date":"2021-04-29T09:32:45","date_gmt":"2021-04-29T08:32:45","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=92734"},"modified":"2021-04-29T09:32:45","modified_gmt":"2021-04-29T08:32:45","slug":"construction-pension-black-hole","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/construction-pension-black-hole\/92734\/","title":{"rendered":"Urgent action needed to \u2018plug black hole in construction pension saving\u2019"},"content":{"rendered":"<h2>The majority of construction workers are not saving for retirement, creating a &#8216;destitute generation of future pensioners&#8217;, research by <a href=\"https:\/\/www.unitetheunion.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Unite<\/a> has found<\/h2>\n<p>Following a freedom of information request to the Department of Work and Pensions, the government has revealed that\u00a0<a href=\"https:\/\/www.ons.gov.uk\/employmentandlabourmarket\/peopleinwork\/workplacepensions\/datasets\/annualsurveyofhoursandearningspensiontablespensiontypebyindustryandbygrossweeklyearningsbandsp2\" target=\"_blank\" rel=\"noopener noreferrer\">official estimates show that 797,000 employees in the construction sector are paying into a pension of any form<\/a>. This is from a total construction workforce of 2.225 million (which is divided between 1,507 employees and 712,000 officially self-employed workers), according to ONS figures.<\/p>\n<p>Just 36% of the construction workforce is known to be paying into a pension.<\/p>\n<p>As this is the figure for the entire construction industry, the percentage of blue-collar <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/pay-rise-construction-workers\/92292\/\" target=\"_blank\" rel=\"noopener noreferrer\">construction workers<\/a> contributing to a pension is expected to be considerably lower.<\/p>\n<h3>Self-employed workers<\/h3>\n<p>The number of self-employed workers paying into a pension is likely to be very low, says Unite. Even if they have a private pension, as they don\u2019t receive any employer contributions, it is very unlikely that any pension saving a self-employed worker makes will prevent poverty in retirement.<\/p>\n<h3>Government inaction<\/h3>\n<p>In\u00a0<a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/668971\/automatic-enrolment-review-2017-maintaining-the-momentum.PDF\" target=\"_blank\" rel=\"noopener noreferrer\">2017 the government rejected extending the auto-enrolment pension system to the self-employed<\/a>. The government has said it has begun to trial using financial digital platforms to encourage the self-employed to save towards their pensions. In the FOI response, the DWP said: \u201cWe aim to commence the next stage of these trials this summer.\u201d<\/p>\n<h4><strong><em>\u00a0<\/em><\/strong>Factors that result in construction workers not having a pension include:<\/h4>\n<ul>\n<li>Rampant bogus self-employment with roughly half of blue collar construction workers being officially registered as self-employed and therefore not eligible for the auto-enrolment scheme<\/li>\n<li>The extensive use of umbrella companies where workers are required to contribute both employers\u2019 and employees\u2019 pension contributions making them unaffordable for many<\/li>\n<li>Short term engagements which results in workers believing it is not worth making pension contributions<\/li>\n<li>Construction employers\u2019 hostility to paying pension contributions<\/li>\n<li>The low level of pay for unskilled workers.<\/li>\n<\/ul>\n<h3>Urgent action needed to \u2018plug black hole in construction pension saving\u2019<\/h3>\n<p>Unite national officer for construction, Jerry Swain, said: \u201cThese figures are deeply troubling. With the majority of construction workers not saving for retirement, we are creating a destitute generation of future pensioners.<\/p>\n<p>\u201cEven if workers are saving towards a pension, there is no guarantee that they are saving sufficient amounts to prevent poverty in retirement.<\/p>\n<p>\u201cThe way that construction is organised, with short-term engagements, rampant bogus <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/self-employment-support-scheme\/74014\/\" target=\"_blank\" rel=\"noopener noreferrer\">self-employment<\/a> and nefarious schemes such as umbrella companies, it is incredibly difficult for construction workers to have confidence in their continued employment so as to allow them to consistently pay into a pension scheme.<\/p>\n<p>\u201cThe government needs to take urgent action to begin plugging this black hole in construction pension saving, the consequences of not doing so do not bare thinking about.<\/p>\n<p>\u201cAfter a lifetime of hard manual work the ultimate ignominy for construction workers is to face poverty in retirement.
