Tilbury Douglas has completed the construction of new pharmaceutical facilities at the James Parson Building at Liverpool John Moores University (LJMU)
The construction team worked closely with LJMU to ensure the arrival of 10,000 students to the campus during Freshers Week, all while adhering to a tight schedule.
This required a highly organised approach, including working outside regular hours and coordinating multiple trades simultaneously, with over 60 workers on-site at any given time.
The James Parson Building, originally constructed in 1960, underwent expansions in 1966 and 1970. Works to modernise the building, internally and externally, have occurred since 2010.
The building features laboratories, ICT suites, lecture theatres, two cafés, and a university shop.

The new facilities, procured through the Pagabo framework, symbolise LJMU’s dedication to improving teaching capabilities at the university.
The developments span four floors and 19 rooms; they include specialised pharmaceutical laboratories, a simulation suite, office spaces, tutorial areas, and flexible collaborative spaces.
This project took 16 weeks to complete and is one of many Tilbury Douglas has worked on in the higher education sector. In 2023, these projects totalled nearly £30m in the North West.
Investing in SMEs
The team also made a significant social impact by delivering a return on investment of 63%, which involved 100% spending on small and medium-sized enterprises (SMEs) and 85% local employment.
The partnership between Tilbury Douglas and LJMU aims to leave a lasting legacy, as the University plans to use Tilbury Douglas’ neighbouring Arrow Park Hospital site as a practical learning resource to support students’ theoretical studies.
“This was a challenging project, and the team worked hard to ensure that our delivery was timely whilst ensuring the safety of the construction personnel, students, and the academic team. It was a privilege to work with the University, and we look forward to future collaborations,” commented Phil Shaw, divisional director at Tilbury Douglas.
