Public sector procurement specialist, LHC is a provider of free-to-use framework agreements used for the construction, refurbishment and maintenance of social housing and public buildings
LHC delivers a simple core service – it brings buyers and suppliers together, to build and maintain public property more efficiently and cost-effectively, and to benefit the local community.
LHC is a not-for-profit central purchasing body who develops OJEU-compliant frameworks in England, Scotland (on behalf of the Scottish Procurement Alliance), and Wales (on behalf of the Welsh Procurement Alliance).
LHC’s frameworks are available to all publicly funded contracting authorities to procure works, goods, and services to construct, refurbish and maintain social housing, schools, and public buildings.
Heritage and expertise
LHC was established by London boroughs in 1966, but now has offices and field-based staff throughout England, Wales, and Scotland. More than 700 public organisations have used its frameworks.
Its clients and suppliers trust in their knowledge and experience, technical expertise, commitment to better homes and buildings, and fast and efficient procurement which delivers financial gains.
As a not-for-profit organisation, LHC returns any surplus to client contracting authorities, to support social value initiatives in their local communities.
Top five reasons to choose LHC
These are the key reasons to work with LHC, whether you’re a public sector organisation looking for procurement solutions, or a supplier with products or services to provide.
1. Knowledge and experience of procurement
The organisation began half a century ago and over five decades it has developed and shaped its service to meet the evolving client needs.
2. Trusted technical expertise
Technical expertise is built on continuous research by LHC’s team of technical specialists who consult with clients, on the outcomes they need and suppliers, on the range of available solutions.
3. Communities are enhanced with better buildings and homes
The ultimate goal is helping clients deliver better environments for the communities they serve. LHC supports this goal through its frameworks, that address every aspect of quality, and through the selection of the most appropriate suppliers.
4. Fast and efficient procurement
Once LHC Appointed Companies have been established for a framework, the process of calling-off projects and commissioning work is very efficient. Terms and rates have been agreed and even when a mini competition is required, the majority of contractual arrangements have already been finalised. Project work can then start quickly.
5. Financial gains
Working with LHC frameworks gives suppliers access to construction, refurbishment and maintenance projects of over £100m each financial year. Clients who spend more than £200,000 on two or more frameworks in a year, will benefit from a share in the LHC operating surplus we return to Members.
Where we operate
LHC made the strategic decision to alter its organisational structure due to the localisation agenda in the UK which required it to have a greater understanding of clients’ local aims and needs.
The approach the organisation has taken allows LHC to reinforce its position as a centre of technical and procurement excellence. The five local hubs actively contribute to insights, as knowledge sharing between LHC and the local hubs is constant, in both directions.
