LHC is a provider of free-to-use framework agreements used for the construction, refurbishment and maintenance of social housing and public buildings
LHC delivers a simple core service: we bring buyers and suppliers together, to build and maintain public property more efficiently and cost effectively, and to benefit the local community.
LHC is a not-for-profit central purchasing body who develop OJEU-compliant frameworks in England, Scotland (on behalf of the Scottish Procurement Alliance) and Wales (on behalf of the Welsh Procurement Alliance). LHC’s frameworks are available to all publicly funded contracting authorities to procure works, goods and services to construct, refurbish and maintain social housing, schools and public buildings.

Heritage and expertise
LHC was established by London boroughs in 1966, but now has offices and field based staff throughout England, Wales and Scotland. More than 700 public organisations have used our frameworks.

As a not-for-profit organisation we return any surplus to our client contracting authorities, to support social value initiatives in their local communities.

Once LHC Appointed Companies have been established for a framework, the process of calling-off projects and commissioning work is very efficient. Terms and rates have been agreed and even when a mini competition is required, the majority of contractual arrangements have already been finalised. Project work can then start quickly.

Working with LHC frameworks gives suppliers access to construction, refurbishment and maintenance projects of over £100m each financial year. Clients who spend more than £200,000 on two or more frameworks in a year, will benefit from a share in the LHC operating surplus we return to Members.
Where we operate
We made the strategic decision to alter our organisational structure due to the localisation agenda in the UK which required us to have a greater understanding of our clients’ local aims and needs.
The approach we have taken allows LHC to reinforce its position as a centre of technical and procurement excellence. Our five local hubs actively contribute to our insights, as knowledge sharing between LHC and the local hubs is constant, in both directions.
