A letter from the board chair
Dear members and colleagues,
The building code review process may not always get the spotlight, but it is one of the most important pieces of our industry’s growth.
For modular construction to reach its full potential, owners, developers, manufacturers and regulators all need confidence that projects can move through review and approval in a clear, consistent and predictable way.
That is why the ICC/MBI 1200 and 1205 standards matter so much. Developed by the International Code Council and the Modular Building Institute, these standards provide a stronger framework for offsite construction, from planning, design, fabrication and assembly to inspection and regulatory compliance. Their purpose is straightforward: improve consistency, protect public safety and help jurisdictions review modular projects more efficiently.
We are already seeing real progress. Virginia became the first state to adopt ICC/MBI 1200 and 1205, followed by Utah and Montana. These state modular programs are helping create the kind of regulatory clarity our industry needs to grow responsibly. They give manufacturers and project teams a clearer path forward while helping code officials maintain the high standards every community deserves.
Much of this progress is made possible through the support of MBI members who contribute to the Modular Advocacy Program (MAP). Their investment directly strengthens MBI’s ability to educate policymakers, advocate for modernized regulations and encourage states and governments around the world to adopt ICC/ MBI standards and formalize modular plan review processes. Every new adoption expands opportunities for our industry and every MAP supporter plays a role in making that happen. I urge all MBI members to support MAP. This work is not just about making approvals easier. It is about building trust. When states adopt clear, recognized modular standards, they send an important message to the marketplace: modular construction belongs in the mainstream of safe, high-quality building delivery. That matters for schools, healthcare facilities, offices, housing, hospitality and every other sector looking for faster, smarter ways to build.
I also want to look ahead with excitement to World of Modular Europe, taking place October 12–14 2026 in Amsterdam. This event gives us another opportunity to bring global leaders together, share lessons across markets and continue advancing commercial modular construction around the world. The growth of modular is not limited to one country or one region. It is a global movement, and MBI has an important role to play in connecting the people and ideas driving it forward.
I encourage our members, partners, and industry peers to stay engaged in both conversations: better standards and broader global collaboration. Together, they will help shape the next chapter of modular construction.
