Kier is creating a new infrastructure division, combining skills and capabilities to keep the company on track for growth

Combining the Transportation, Natural Resources, and Nuclear & Networks divisions, along with new appointments, the infrastructure division is being championed as the next big step for the company.

The new division will be led by Joe Incutti, former group managing director for Kier Transportation.

Further appointments are intended to bring success

Incutti is not the only new head to be appointed for the new year, as Tom Hinton takes the role of chief financial officer, and Martin Staehr becomes the new group managing director for construction this month.

Alongside those key appointments, Louisa Finlay is moving from chief people officer to group chief operating officer, James Askew (group managing director of construction) is joining the executive committee as group commercial director, and Abi Cooke is moving from Kier Places’ head of strategy to chief of staff to chief executive of the group’s functions team, Stuart Togwell.

Stuart Togwell, chief executive at Kier, said: “This is a hugely exciting time for Kier. Today’s announcements mean we start 2026 set up in the best way to support our growth ambitions and deliver exceptional outcomes for our customers.

“Bringing together our Transportation and Natural Resources, Nuclear & Networks is a natural next step for us as a Group, and creates a clear market-facing infrastructure powerhouse that combines the expertise across these two divisions and strengthens our ability to serve our customers.

“I’m also proud to see the Executive Committee shaped and ready for 2026, through welcoming new faces and moving senior leaders into roles where they can drive further high performance. This team represents stability and strength and, together with the wider business, we are ready to achieve great things this year and beyond.”

Kier has won several large contracts recently

In August last year, Kier won a design contract with Southern Water, worth £15.8m. The contract is an Early Contractor Involvement (ECI) appointment, a part of Southern Water’s Strategic Delivery Partner Framework for Asset Management Period 8 (AMP8).

Later that year, in December, Kier won a further two ECI contracts with Southern Water, totalling £44.4m, to build on the success of the August contract in delivering wastewater and clean water infrastructure upgrades.

The work included implementing solutions to achieve a nitrogen discharge consent of 9 mg/l by 2030 at Portswood, near Southampton. This is in line with the Water Industry National Environment Programme.

This also involved a project for a UV disinfection system at Thornham, expected to be up and running by 2027.

At the time, Rob Campbell, operations director, Water for Kier Natural Resources, Nuclear & Networks, said Kier is “excited to be taking on the first projects awarded to us under Southern Water’s Strategic Delivery Partner Framework.”

He highlighted the challenges of the sites, noting that “these are two technically complex schemes on constrained sites, and we’re bringing our expertise to shape the right long-term solutions.”
